Title: Resurfacing SR-301 in Sheffield Village

History/Background: This project is included in ODOT District 3’s Resurfacing Program.
Current Conditions: SR-301 (Abbe Road) is functionally classified as an urban minor arterial. The number of lanes and pavement width varies on SR-301depending on the roadway segment. The curbed areas have four lanes and the non-curbed areas have two lanes. The road has four lanes with curbs from the Sheffield corporation line to SR-254 (Detroit Road), and two lanes with no curbs from SR-254 to SR-611 (Colorado Avenue). The width of the existing right-of-way is 60 feet. Average daily traffic (ADT) is 8,130 vehicles per day with about two percent trucks (2005). The posted speed limit varies from 35 to 55 miles per hour (depending on roadway segment).
Proposed Project: This project involves the resurfacing 3.29 miles of SR-301, from the City of Elyria north corporation line to SR-611 (Colorado Avenue) in Sheffield Village. The cost of construction is estimated to be $971,840. Eighty percent ($777,472) of the construction (C) cost will be funded with State Surface Transportation Program (S/STP) funds. ODOT District 3 will provide the remaining twenty percent ($194,368). The project has an estimated award date of October 1, 2008.
Staff Comment (Summary):
Transportation Improvement Program (TIP) Team:
- This project meets NOACA’s Connections 2030 Plan Goal 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio Goal 1 (System Preservation and Management).
- Move for committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- The 2006 pavement condition rating (PCR) ranges from 63-71 (Fair-Poor) and is projected to degrade to 54-60 (Fair to Poor) in 2009.
- SR-301 (Abbe Rd) carries between 27-70 Lorain County Transit (LCT) buses (27 north of SR-254/ 70 south) on 2 LCT routes (3, 51).
- SR-301: This section of SR-301 is categorized as for intermediate cyclists from SR-611 to Sheffield-French Creek Road and for experienced cyclists only from Sheffield-French Creek Road to the Elyria corporation line on the Lorain County Bike Transportation Map. This project is resurfacing only and there is no staff recommendation at this time. When major reconstruction work is done, provide at least 4’ wide paved shoulders.

If you are a representative of a governmental entity and would like to comment on this project, please email us. - As interim Director for Lorain County Transit, I am please that this section of SR301 is being resurfaced. Several of our LCT buses use this section of highway for our bus routes. This is just north of Lorain County Community College and many of our northern college students use this road as well. Lorain County government supports the resurfacing of this highway. - Lorain County

Bicycle Advisory Council (BAC)
This project is resurfacing only and there are no restriping options. When major reconstruction work is done, provide at least 4’ wide paved shoulders. For now, install "Share the Road" signs.

- No comments; recommended for amendment to NOACA's Transportation Plan and TIP.
