GCRTA FY 2008 Capital and Operating Program

 

On March 14, 2008, the NOACA Governing Board approved the following regarding this project:

Title: GCRTA FY 2008 Capital and Operating Program
Sponsor: Cleveland Regional Transit Authority (GCRTA)
Estimated Total Cost: $156,964,148
Proposed Source of Federal Funds: Federal Transit Administration (FTA

History/Background: This project is included in ODOT District 3’s Bridge Program.

Current Conditions: GCRTA’s original State Fiscal Year (SFY) 2008 capital and operating program is listed in the NOACA SFY 2008 – 2011 Transportation Improvement Program. The FTA formula funding allocations were announced, and GCRTA revised their program to reflect them.

Proposed Project: GCRTA is applying for various sources of funds (Section 5307 Urban Formula, Section 5309 Rail Formula, etc.) depending on the type of project (bus, rail, operating, etc.).
  • The Section 5307 Capital Formula and Congestion Mitigation Air Quality (CMAQ) projects include Bus Improvement Program, Transit Waiting Environment, Fare Collection System, Preventive Maintenance and Security Upgrade;
  • The Section 5309 Rail Formula projects include Puritas Rail Station Rehabilitation, Lee/Van Aken Station Rehabilitation (Design), West Park Substation Replacement, Train Dispatch Upgrade, Track Bridge Rehabilitation (Delmont, Hower, Auburndale, and Lakeview), Rail Vehicle Overhaul - LRV (10) and Preventive Maintenance;
  • Section 5309 Bus Discretionary projects include Prospect & E. 21st Street Intermodal Facility (East Side Transit Center), Bus Improvement Program, Fare Collection System, Cleveland Museum of Art Intermodal Facility (East Side), University Hospital Intermodal Facility, Cleveland Clinic Intermodal Facility and Senior Transportation Connection Program;
  • CMAQ funded projects include Euclid Corridor Transportation Project (5th of 5 payments);
  • Section 5316 Job Access and Reverse Commute Program;
  • Section 5317 New Freedom Program; and
  • Operating Projects

Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
  • Recommend for committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • GCRTA will apply for funding through the competitive selection processes for JARC and New Freedom programs; these funds are not guaranteed to GCRTA. GCRTA lists JARC funding of $750,000 annually from 2008-2011 in its budget. Total annual JARC funding apportioned (FFY 06 & 07) or authorized (FFY 08 & 09) for the Cleveland Urbanized Area is $777,417, $819,481, $887,697, and $936,065, respectively. Funding through the Safe, Accountable, Flexible, and Efficient Transportation Equity Act – A Legacy for Users (SAFETEA-LU) is authorized through FFY 2009.
