Medina County Transit Calendar Year 2007 Capital and Operating Program

Title:  Medina County Transit Calendar Year 2007 Capital and Operating Program

History/Background:Medina County Transit’s state fiscal year (SFY) 2007 capital and operating program is listed in the NOACA SFY 2006 – 2009 Transportation Improvement Program.

Current Conditions:  Medina County Transit operates a demand response public transit system within the boundaries of Medina County.

Proposed Project:  Medina County Transit’s CY 2007 program includes purchasing three vehicles, two that will replace old vehicles and one new addition to the fleet. The vehicles are diesel light transit vehicles (LTVs) with 16 passenger seats, two (2) wheelchair positions and a wheelchair lift. The cost of each vehicle, including a 10 percent contingency, is $56,331. The program also includes the purchase of two fare boxes at a cost of $2,250. The total project cost is $171,243 (i.e. $154,119 – federal Section 5311 funds; $17,124 - local funds).

Medina County Transit’s (MCT) net operating expenditure for CY 2007 is $1,765,079. MCT is applying for $738,902 in federal (Section 5311) operating assistance to supplement its local share. MCT will receive $176,171 eligible state reimbursement and generates $55,000 in fare revenue.

Staff Comment (Summary):

Transportation Improvement Program (TIP) Team:
  • The sponsor’s four-year program is consistent with the NOACA TIP for content. The operating costs and support are more graduated toward future years. The replacement vehicle schedule has been detailed and its show lower costs than those portrayed in the current TIP.
  • The vehicles to be replaced are past their minimum service life requirements as prescribed by FTA.
  • Move for committee and public review in order to obtain comments.
Committee Review:

Regional Transportation Investment Subcommittee (RTIS)/Transportation Advisory Committee (TAC):
  • No comments; recommended for amendment to NOACA's Transportation Plan and TIP.
Intergovernmental Review and Consultation (IGRC):
