Landscaping Fiscal Year 2006 on Interchanges in Cuyahoga County

 

The NOACA Governing Board approved the following project as a candidate to be amended to the NOACA Transportation Plan by adopting Resolution No. 2004-057 and as a proposed amendment to the TIP by adopting Resolution 2004-058 on December 10, 2004.

Title: Landscaping Fiscal Year 2006 on Interchanges in Cuyahoga County

Estimated Total Cost: $429,000
Proposed Source of Federal Funds: ODOT

History/Background:  ODOT District 12 is the sponsor of this project.

Current Conditions: The average daily traffic (ADT) varies depending on the route and interchange.

Proposed Project: This project involves transportation enhancements including, landscaping, planting trees and wild flowers at the following interchange locations: IR-480 at Great Northern Boulevard; IR-480 at Grayton Road; IR-71/IR-480/SR-237, IR-77/IR-480, IR-271 at Chagrin Boulevard, IR-271 at Harvard Road and IR-271 at Broadway Avenue. One hundred (100%) of the construction (C) cost will be funded with Transportation Enhancement funds. This project has a scheduled award date in July 2005 (SFY 2006).

Staff Comment (Summary):
  • There is no direct benefit to E.J. populations.
  • Plantings and ground cover should be selected that minimize erosion and the need for chemicals to sustain.
  • Move for committee and public review in order to obtain comments.

:

It would be nice if the emphasis could be on functional landscaping rather than merely decorative landscaping. ODOT should work with landscape architects who understand ecological restoration, and they should try to restore some of the ecological values lost at the site. For example, interchanges could be places for natural stormwater treatment.

At the very least, the landscaping should be done with native plants that are low maintenance (no ongoing watering, weeding, chemicals). And the plants should be installed with adequate soil amendments and preparation so they won't die after the first year.
